WhatsApp Business API pricing after October 1: what paid service replies cost a small support team
Since October 1, 2026, Meta charges for WhatsApp service replies beyond 1,000 per number each month, and for utility templates in an open window. Here is what that costs a small support team, and how to keep it down.

WhatsApp Business API pricing changed on October 1, 2026: Meta now charges for every service reply after the first 1,000 per business phone number each month, and for utility templates sent inside an open customer service window. For a small support team in North America or India the fee itself can be a few dollars a month, though in markets such as Germany and the UK the same volume costs far more. The bigger costs are your provider's markup and replies sent out of habit.
By the end of this guide you'll know what Meta charges, how to estimate your own monthly bill from Meta's rate card, which support tools pass those fees on, and the handful of habits that keep the count down. It matters because many help pages written before the change still tell you service replies are free.
What changed in WhatsApp pricing on October 1, 2026
Meta's WhatsApp Business Platform pricing documentation says that from October 1, 2026, Meta "resumed charging, on a per-message basis, for messages that were previously free." Two kinds of message are affected.
- Service messages. These are free-form, non-template replies sent while a customer service window is open. They had been free since November 1, 2024. Each business phone number now gets 1,000 delivered service messages free per month, and Meta charges from the 1,001st.
- Utility templates inside an open window. Order updates, booking confirmations and similar templates sent in reply to a customer had been free since July 1, 2025. Meta now bills them like any other utility template.
A customer service window is the 24-hour period that opens when a customer messages or calls you. Free-form replies are only allowed while it is open. Messages customers send to you are still free, and Meta only charges for messages that are delivered.
The same documentation says Meta updated 40 rates on October 1, 2026, mostly utility and authentication rates in markets such as Pakistan, Peru, South Africa and Kuwait. If you sell into one of those countries, check the new rate rather than last quarter's.
How much does the WhatsApp Business API cost per message?
The WhatsApp Business API costs between a fraction of a cent and several cents per message, depending on the message category and the recipient's country calling code. Meta's rate card, effective October 1, 2026, lists a separate service rate for each market, and in every market on the card it equals that market's utility rate.
The table below uses Meta's USD rate card, which is linked from the pricing documentation. The last column assumes a support team sends 3,000 service replies a month from one number, so 2,000 are billable after the free tier. That volume is our illustration, not data from any business.
| Recipient market | Service rate (USD) | Meta fee for 3,000 replies a month |
|---|---|---|
| North America | $0.0034 | $6.80 |
| India | $0.0014 | $2.80 |
| Brazil | $0.0068 | $13.60 |
| Indonesia | $0.025 | $50.00 |
| United Kingdom | $0.022 | $44.00 |
| Germany | $0.055 | $110.00 |
If you bill in local currency, the INR rate card lists ₹0.115 per service message to India, and the GBP card lists £0.0159 per service message to the United Kingdom, both effective October 1, 2026. Your currency is fixed when you create the Messaging account and can't be changed later, according to Meta.
Two details change the arithmetic. Meta's volume tiers, which lower rates as you send more, apply only to utility and authentication messages, so service replies get no bulk discount. And the 1,000 free messages are per number and do not roll over, so a quiet month doesn't bank anything for a busy one.
Utility templates in the customer service window cost from the first one
The free tier covers service messages only. A utility template you send inside an open window is billed at the utility rate from the first message. On the rate card that's the same price as a service reply, but a service reply may fall inside your 1,000 free and the template never will.
If your help desk sends a "your ticket has been updated" template while the customer is still chatting, a plain text reply would have done the same job and might have cost nothing.
WhatsApp Business API pricing from your provider can exceed Meta's fee
For North American numbers, Meta's charge on our 3,000-reply example is $6.80. Twilio's WhatsApp pricing page lists its own fee of $0.005 per message, inbound or outbound, on top of Meta's fee, and says its pricing was current as of September 2026. On the same 3,000 outbound replies, Twilio's fee alone would be $15, before counting the customer messages that came in.
Most no-code WhatsApp tools bundle Meta's fees into a credit balance instead. None of the subscription pricing pages we read on October 23, 2026 says whether those fees are passed on at Meta's price or marked up. Ask before you sign, and ask for the per-message service rate in your customers' main market.
Is the WhatsApp Business app still free?
Yes, to download. The WhatsApp Business app is listed on the App Store as free, with in-app purchases. The October change sits in Meta's Business Platform pricing documentation, which covers the Cloud API, not replies typed by hand in the app. That's why a team of one or two answering from a phone may not need the API at all.
The trade-off is that the app is built for replying by hand from a phone. Once you need several agents on one number, a shared inbox, bots or a link to your help desk, you're on the API and paying per message, plus whatever your provider charges.
Even Meta's own pages disagree
When we checked on October 23, 2026, Meta's WhatsApp Business platform pricing page still said "we do not charge for service messages, or for utility messages businesses send in response to users." The developer documentation and the rate card both say otherwise, and they are what Meta's billing follows.
Treat any pricing explainer written before October 2026 the same way, vendor blogs included. If it says service replies are free with no mention of the 1,000-message tier, it describes the old model.
How to reduce WhatsApp Business API costs for a small support team
Every delivered message counts, so the levers are fewer messages, the right message type and the right entry point. In order of effort:
- Answer in one message, not three. "Hi", "Let me check" and the answer count as three service messages. A single complete reply counts as one.
- Reply in free form while the window is open. Use plain service replies rather than utility templates inside the window, so they draw on the 1,000 free messages.
- Don't assume a bot makes replies free. Meta's documentation defines a service message as any non-template message, whether a person or a third-party AI sends it. A bot that sends four short messages costs more than an agent who sends one. Replies from Meta's own Business Agent are billed separately, per token.
- Use click-to-WhatsApp ads for paid acquisition. When someone messages you from a click-to-WhatsApp ad on Android or iOS, Meta opens a free entry point window of up to 7 days, during which marketing, utility, authentication and service messages are free.
- Check your payment method. Meta asked businesses to add one by September 30, 2026 and warns that service messages may stop being delivered once they become billable if none is on file.
- Read the pricing analytics. Meta's API returns per-message pricing breakdowns, so you can see which replies were billed before the invoice arrives.
Government bodies and non-profits get an exception. Meta's documentation says service messages stay free beyond the monthly tier for eligible organizations until December 31, 2027.
Best WhatsApp customer support tools for a small business
These tools are on Upfynd and connect a team inbox to the WhatsApp API. The prices come from each vendor's own pricing page as of October 23, 2026. None of the subscription tools publishes whether it marks up Meta's message fees.
| Tool | Starting price | Users included | How Meta fees are billed |
|---|---|---|---|
| Crisp | $95 a month (Essentials) | 10 seats | Not stated on pricing page |
| Wati | ₹2,699 a month, billed quarterly | 3 users | Separate per-message charges |
| Gallabox | $150 a month, billed quarterly | 3 users | Separate, per linked rate card |
| Chatfuel | US$18 a month, billed yearly | Not stated | From your credit balance |
| Twilio | $0.005 per message | Not applicable | Meta's fee passed through |
- Crisp is a general support inbox, and its pricing page lists WhatsApp Business on the Essentials plan. The Free and Mini plan feature lists don't mention WhatsApp. Pick it if WhatsApp is one channel among email and chat.
- Wati is built around WhatsApp. Its pricing page lists the Growth plan at ₹2,699 a month with three users and no option to add more, and says per-message charges vary for marketing, utility and authentication.
- Gallabox offers a shared WhatsApp inbox with chatbots. Its pricing page lists the Basic plan at ₹2,999 or $150 a month, billed quarterly, capped at three users.
- Chatfuel has the lowest US-dollar plan price on this list. Its pricing page says Meta charges for WhatsApp messages separately from the plan, and Chatfuel pays Meta on your behalf from the same credit balance.
- Twilio suits teams with a developer who will build their own inbox. Skip it if nobody on the team writes code.
Upfynd lists 131 customer support tools and 171 messaging and chat tools as of October 2026, if you want to compare beyond this shortlist.
What to do this week
Pull last month's outbound message count per number from your provider and split it into service replies and templates. Multiply everything above 1,000 service replies, plus every in-window utility template, by your main market's rate. Then ask your provider, in writing, what it adds on top. If you build a WhatsApp support tool yourself, you can list it on Upfynd for free.
Frequently asked questions
Are WhatsApp service messages free?
WhatsApp service messages are no longer fully free. Since October 1, 2026, each business phone number on the WhatsApp Business Platform gets 1,000 delivered service messages free per month, and Meta charges per message from the 1,001st. Eligible government and non-profit organizations keep free service messages until December 31, 2027.
How many free service messages does WhatsApp give?
WhatsApp gives each business phone number 1,000 free delivered service messages per month on the Business Platform. The allowance resets monthly and unused messages do not roll over. It covers free-form service replies only, so utility templates sent inside an open customer service window are billed from the first one.
How much does the WhatsApp Business API cost per message?
WhatsApp Business API cost per message depends on the category and the recipient's country. On Meta's USD rate card effective October 1, 2026, a service message costs $0.0034 to North America, $0.0014 to India and $0.022 to the United Kingdom, the same as each market's utility rate. Providers may add their own fees.
What changed in WhatsApp pricing on October 1, 2026?
On October 1, 2026, Meta resumed charging for WhatsApp service messages beyond 1,000 free per business phone number each month, and began billing utility templates sent inside an open customer service window. Meta also updated 40 rates that day, mostly utility and authentication rates in individual markets.
Is the WhatsApp Business app still free?
The WhatsApp Business app is still free to download, and the App Store lists it with optional in-app purchases. The October 2026 per-message charges are part of Meta's Business Platform pricing for the API, which teams use for shared inboxes, bots and help desk integrations rather than replying by hand from a phone.
How can a small business reduce WhatsApp API costs?
A small business can reduce WhatsApp API costs by answering in one complete message instead of several, replying in free form inside the customer service window rather than with utility templates, using click-to-WhatsApp ads for a free entry window of up to 7 days, and asking its provider what it adds on top of Meta's rates.
